Subscription Services

The Manatee County Clerk's Office offers additional site features to individuals entering subscriber agreements. The features available depend on the type of subscriber agreement requested. The sections below describe the various subscriber agreements available.

Court Records Access

The Florida Supreme Court has authorized the Manatee County Clerk of Circuit Court and Comptroller to provide the public with electronic access to court records indexes and dockets as well as non-confidential court document images through this website. There is no longer a requirement for a subscription of website login to access these document images. Public Access to Court Records

In addition, based on the identity of the user and their relationship or role, the law provides expanded records access and the clerk offers several levels of electronic access to court records and e-filing. These users must enter into a subscription agreement to establish access to court records through a secure login and password.

Florida law restricts access to some cases, documents and information based on the record and the user. For example, Florida law prohibits public access to juvenile records but makes an exception for law enforcement. In addition, attorneys and parties have increased access to their own cases. How to Access Court Records

The clerk offers several levels of electronic access to records based on the status of identity of the user. Florida law restricts access to some cases, documents and information based on the record and the user. For example, Florida law prohibits public access to juvenile records but makes an exception for law enforcement. In addition, attorneys and parties have increased access to their own cases. The clerk has created different levels of access depending on the user. Except for Public Internet access, all users must enter into a subscription agreement and access court records through secure login and password.

  1. Public Internet –  The Florida Supreme Court has authorized the Manatee County Clerk of Circuit Court and Comptroller to provide the public with electronic access to many court records, indexes and dockets as well as non-confidential document images through this website as provided by law. Note: F.S. 28.2221(5)(a).
  2. Attorneys may enter into subscription agreements to have Internet access to all records in their cases not sealed by the Court. Attorneys are also given access to indexes, dockets and images of court records that are not confidential, sealed or expunged. There is no fee for Attorney Subscriber Access.  Download the Attorney Subscriber Access Agreement.  In order to set up a depository account to pay filing fees for actions efiled with the clerk, attorneys must complete this form. A depository account is not required for filings that do not have an associated fee. For more information contact Carla Welke at 941-741-4031.
  3. Parties have Internet access to all records in some cases not sealed by the Court. Special party access will not be provided to the following case types: Sexual Violence, criminal cases, guardianships, incapacity, Jimmy Ryce, Juvenile, sealed cases. Parties access these case types through the Public Internet. Access is provided by registering at www.manateeclerk.org and submitting a signed and notarized access request form. Parties may also grant special access to an attorney, not of record, by submitting an Authority for Attorney Electronic Access Form
  4. Public Internet Subscribers have access to all records that are not confidential, will receive e-mail announcements regarding our website, and may e-file in cases where they are listed as a party or are authorized to file documents in a case (example: Process Servers filing returns of service). This access is by Subscription Agreement.  Download the Public Subscription Agreement
  5. Government agencies and their agents have access to all records that are not confidential or sealed by the Court. Download the General Government Agreement .  Law Enforcement Officers receive expanded Internet access to records that are not sealed by the Court. Download the Law Enforcement Agreement.  The Attorney General and the Dept Children & Families (Safe Children Coalition) have entered into special agreements with the clerk and receive additional access to juvenile dependency actions. The Manatee County School Board has entered into a special agreement with the clerk to receive access to Truancy actions.

Official Records Subscriptions

The clerk offers an Official Records Subscription which allows access to probate and family court documents and the ability to download a daily Official Records Index. Download the Official Records Subscription Agreement

E-File

E-filing is a process that allows for filing documents electronically using Internet access with the Clerk of Circuit Court for court cases. E-filing is a simple no-cost process available to everyone: attorneys, public subscribers, government agencies, and law enforcement.  Attorneys must e-file through the FACC State Wide Portal

A simple registration process is required to become a subscriber. All subscriber levels can access the e-Filing system through the Clerk's website login page. Once registered as a subscriber, it only takes a few minutes to logon, attach the document to be filed, and send to the Clerk's Office for filing. E-filing reduces the cost of the court system and is encouraged for all case types. Some of the benefits to the users are:

  • Eliminating mailing and courier costs
  • Providing convenient internet filing from anywhere
  • Eliminating traffic, parking, and waiting in line at the Courthouse
  • Confirms receipt of electronic filings

The Florida Supreme Court has permitted the e-Filing process in Manatee County in all cases (Order AOSC05-91.) In addition, the Chief Judge for our Twelfth Judicial Circuit has issued an administrative order requiring e-Filing in all foreclosure actions.
